Background

HS2 is Britain’s new high-speed railway. Connecting London and Birmingham, it represents one of the UK’s largest and most ambitious infrastructure projects and seeks to deliver better journeys for rail users in the West Midlands, London and the South East, with more services, faster journeys and fewer delays. Modern, eco-friendly stations including Old Oak Common and Euston will act as transport hubs, putting hundreds of destinations in easy and faster reach for travellers.

The Brief

Assisting Success was commissioned to conduct an independent strategic review of the utility works at Old Oak Common Lane. The project was facing escalating costs, programme delays and governance challenges linked to utility diversions.

Our remit focused on identifying root causes across programme delivery, stakeholder engagement, risk management, team capability and commercial controls, to recommend practical solutions that would strengthen project governance, mitigate risks and improve delivery outcomes.

Our Solution

We carried out a strategic deep dive across the project, uncovering critical issues in programme management, stakeholder coordination, governance and commercial controls and quickly set out clear actionable recommendations to drive improvement.

By challenging costly designs, identifying savings opportunities, improving risk management, and strengthening governance processes, we helped HS2 take back control of one of the project’s most complex and high-risk workstreams. Our early intervention also opened the door to significant cost savings and smarter delivery strategies.
