Biography
Philip Hayter is a senior commercial and procurement professional with a distinguished track record in strategic procurement, cost management, and commercial leadership across some of the UK’s most complex and high-value infrastructure programmes.
Prior to joining Assisting Success, Philip held the pivotal role of Head of Cost & Pricing / Commercial Lead at Heathrow Airport Ltd, where he was responsible for commercial strategy and cost governance across multi-billion-pound capital works. During this time, he played a key role in developing Heathrow’s Expansion Programme Client Partnership commercial model and incentive scheme, designed to promote transparency, collaboration, and high-performance delivery between the client, delivery partners, and supply chain. His leadership helped embed strong commercial discipline and partnership behaviours within one of the UK’s most demanding live operational environments.
Philip’s earlier career includes senior roles with Gardiner & Theobald LLP and Mace, where he developed deep expertise in cost planning, procurement strategy, and commercial assurance across major infrastructure, aviation, and utilities programmes. These roles provided him with a broad, end-to-end understanding of project delivery from both client and consultancy perspectives.
More recently, while supporting Affinity Water on the HS2 (High Speed Two) programme, Philip led the management of third-party agreements and utility cost interfaces, aligning robust commercial assurance with collaborative stakeholder engagement across multiple delivery partners.
A MCIPS-qualified procurement professional and member of the Association of Cost Engineers (ACostE), Philip combines commercial rigour with a collaborative, delivery-focused mindset. He brings a strong alignment with Assisting Success’s mission to deliver successful outcomes in a safer, faster, and greener way, supporting clients across the infrastructure and utilities sectors.
