Biography
Tom Walker is a highly experienced utilities and telecommunications delivery leader, with over 15 years’ experience spanning fibre engineering, programme management, and senior delivery leadership across the UK and Europe
Beginning his career as an apprentice, Tom built a strong technical foundation before achieving distinction at the Fujikura Academy, a globally recognised centre of excellence for fibre optic engineering. He progressed through engineering and project management roles to senior leadership positions including Senior Project Manager, Head of Delivery, and Delivery Director, leading complex, multi-disciplinary teams and large-scale programmes.
Tom has delivered and overseen major fibre and telecoms infrastructure programmes, including diversionary works, subsea fibre installations, full-fibre network rollouts, and complex data centre decomissioning and migrations.
His experience spans the full project lifecycle, from early design and planning through to construction, commissioning, and operational handover, with particular strengths in NRSWA coordination, CDM compliance, commercial management (NEC), and stakeholder engagement at executive level
A proven people leader, Tom has built delivery teams from the ground up, introduced robust governance and performance frameworks, and held full accountability for programme performance, safety, cost, and quality. He is recognised for creating collaborative, inclusive environments that enable teams to perform at their best while maintaining a strong focus on safety and wellbeing.
